UTILITIES ENGINEER

The Regional District of North Okanagan is seeking to fill the position of Utilities Engineer. Reporting to the Utilities Manager, the Utilities Engineer is responsible for supervision of sub-contracted operators of Regional District water distribution and sewage treatment and collection systems, periodic reporting for compliance with utility operating permits, and management of system upgrades and repairs.

Duties and Responsibilities:

  • Supervise sub-contracted operators of Regional District water distribution and sewage treatment and collection systems
  • Provide technical support for operational issues
  • Develop and implement equipment and facility maintenance plans, and coordinate system repairs
  • Oversee major system upgrades
  • Prepare emergency response plans and respond to after hours emergencies
  • Ensure that all required operating certificates are in good standing, including liaison with applicable ministries
  • Oversee reporting requirements and data management systems, and provide remote monitoring
  • Develop recommendations for policies and bylaws related to utilities
  • Develop annual goals and objectives and track key performance indicators to measure achievement
  • Prepare and monitor budgets, and approve expenditures
  • Monitor capital works projects
  • Prepare reports and materials for committee meetings as requested
  • Assist the Utilities Manager with operations of the Greater Vernon Water Utility
  • Assist with water quality and water quantity monitoring
  • Maintain harmonious working relationships with municipal and Regional District staff, elected officials, members of the business community and the general public
  • Perform other duties as may be assigned from time to time

Knowledge, Skills and Abilities Required:

  • Professional Engineer eligible for registration in BC
  • Minimum ten years’ experience in management of water and waste-water utilities
  • Ability to work with limited supervision, requiring independence and initiative
  • Accurate and detail oriented
  • Excellent interpersonal and communication skills, both written and verbal
  • Technical competence in design, construction and operation of water and sewer utilities
  • Demonstrated ability to plan, organize, develop and implement projects and programs in a systematic and timely manner
  • The incumbent will be required to work outside normal working hours from time to time

Salary / Benefits:

This position offers an annual salary range of $78,876.03 - $87,178.70, as well as a comprehensive benefits package.
