The CEBC Meritorious Achievement Award recognizes and celebrates an individual consulting engineer who has contributed significantly to engineering, the development of the industry and the community.

Nominations are being accepted for the 2012 CEBC Meritorious Achievement Award. Details, including the award criteria, are provided in the Call for Nominations.

The deadline for nominations is January 16, 2012.

2011 - Neil Cumming, FACI, P.Eng.

Neil Cumming, FACI, P.Eng.
Levelton Consultants Ltd.

The recipient of the 2011 Meritorious Achievement Award is Neil Cumming, FACI, P.Eng., Levelton Consultants Ltd., for his many contributions to the engineering profession, our industry and the community.

Neil Cumming is a professional engineer with more than 32 years experience in construction materials
engineering, testing, inspection and evaluation. As a recognized expert he has been involved in thousands of projects, including large commercial, industrial and infrastructure installations in western Canada. But Neil has become known for more than simply his technical expertise, he has become known for his contributions as a businessman, leader in industry, and educator.

As Executive Vice President of Levelton Consultants Ltd., Neil is keenly aware of the business challenges of the industry. From the selection process to contract language to liability issues, Neil has championed the interests of the industry as a whole through his active participation in the Consulting Engineers of British Columbia (CEBC) and the Association of Consulting Engineering Companies - Canada (ACEC), serving as CEBC President in 2003-2004, and as the ACEC representative on the Canadian Construction Documents Committee.

Neil is an active member in both professional associations in British Columbia and Alberta, as well as the Canadian Standards Association (CSA) and the American Concrete Institute (ACI). He has made considerable contributions to various professional and technical committees on matters as diverse as concrete materials and construction, quality management and professional development. Neil was recognized as a Fellow of the ACI and, most recently, he was recognized with an Award of Merit presented by the CSA.

Neil is a regular speaker at many technical conferences, and his long list of articles, publications and presentations have contributed to the depth and breadth of knowledge on concrete, structural engineering, quality management, and business.

Over the years, Neil has lectured at the University of British Columbia for the Civil Engineering Department Design Lecture Series and for the Certificate Program in Structural Engineering, and regularly contributed to the APEGBC Continuing Professional Development Series of lectures.

Neil’s outstanding contributions to the industry, the profession and the community make him a deserving recipient of the 2011 CEBC Meritorious Achievement Award.

2010 - Ian Hargreaves, P.Eng.

GENIVAR Inc.

Ian Hargreaves has been a part of the Consulting Engineering industry in British Columbia for the past 45 years. Born and educated in the UK, Ian joined H. A. Simons in 1965 gaining experience in the structural design of large industrial structures.

In 1969 Ian joined Phillips Barrett Hillier Jones & Partners starting a relationship with this firm (now the Vancouver office of GENIVAR) that has lasted to this day. His career has focused on the planning and management of industrial and manufacturing plants. In 1991 Ian became the President of PBK.

His contributions to the engineering profession include serving as a Board member of CEBC from 1986 to 1990, becoming President in 1990. He joined the Board of ACEC in 1991 where he became Chairman of the Private Industry committee.

He has always given his time freely to the community, was involved with Scouts Canada for many years and is currently Treasurer for two not for profit organisations and is serving on the Board of Variance in the District of North Vancouver.

2009 - Terry McQuillan

Terry McQuillan graduated in 1961 from the University of Alberta with a Bachelor of Science in Civil Engineering. Beginning his professional career with the Alberta Department of Highways in Grand Prairie, he later moved to Moose Jaw as the Acting City Manager and eventually joined Reid Crowther & Partners in Calgary as a design engineer.

A move to Kamloops in 1967 working with Strong Lamb & Nelson Ltd. provided experiences essential to the successful creation of Urban Systems in 1975.

As the founder of Urban Systems Ltd., Terry’s contribution to engineering, the consulting industry and communities throughout British Columbia and Alberta has been signifi cant and lasting. His generosity and desire to make a difference has always extended well beyond business interests to the communities where he lives and works.

Terry envisioned a professional practice diff erent from the traditional consulting models of the day – a practice where individuals of like mind, but diff erent skills could ply their craft together, sharing in both the responsibilities and rewards. Terry has an extraordinary capacity for inspiring people to become the very best they can be.

In 1992, he stepped aside as CEO and President of Urban Systems but stayed involved in the continuing growth and development of the practice until late 2002 when he moved into full retirement.

Terry’s advocacy for exceptional client service and long-term partner relationships with key target clients inspired Urban System’s core strategy: Great People Providing Great Service for Great Clients. His legacy endures far beyond his active career as a practitioner.
