The CEBC Young Professional Award recognizes an individual young professional who has demonstrated excellence in consulting business practices, outstanding achievements in their applicable fields, and leadership in the community.

In addition to recognizing the achievements of individual young professionals, the award increases awareness of the value of young professionals in the BC consulting engineering industry.

Nominations are being accepted for the 2012 CEBC Young Professional Award. Details, including the award criteria, are provided in the Call for Nominations.

The deadline for nominations is January 16, 2012.


Joel McAllister, P.Eng.
Opus DaytonKnight Consultants Ltd.

Joel McAllister has 8 years of experience in municipal consulting engineering. Currently, Joel is Branch Manager of Opus DaytonKnight's Abbotsford Office, responsible for the operations of the office and client liaison.

Joel graduated with his Bachelor of Applied Science in Civil Engineering with distinction from UBC in 2003. Joel also holds a Diploma in Renewable Resources (Forestry) from BCIT, graduating in 1997 with honours.

Joel currently chairs CEBC’s Young Professionals Group. He is a member of BCWWA, and he is an MMCD certified Contract Administrator, one of fewer than one hundred in the province. Joel is also a member of the Abbotsford Chamber of Commerce.

Joel and his wife Lara have been married for nearly thirteen years, and they have two beautiful young children, a 6 year old son and an 8 year old daughter. Joel is very active in his community through his church, where he is a deacon in charge of Facilities and Administration. He is also a co-leader in a Care Group, and he is involved in the music ministry, in which he plays guitar, bass and sings. Joel has also served as a Youth Group Leader.


Previous Award Recipients

2010 - James Kay, P.Eng.

James Kay, P. Eng., of Aplin & Martin Consultants Ltd. is the 2010 Young Consulting Engineer Award recipient. James graduated with both a Bachelor of Engineering Science (Civil) and a Bachelor of Arts (Honours), Business Administration from the University of Western Ontario in 2001. He came to British Columbia in 2005, joining Aplin & Martin Consultants Ltd. as a member of their design staff. Since then, he has continued to assume responsibilities for business development, client management, and overall project management of land development and municipal infrastructure improvement projects throughout the Fraser Valley and the Okanagan. In 2008, James accepted the opportunity to manage Aplin & Martin’s new branch office in Abbotsford, which has since grown to a staff of eight. Since coming to BC, James has continued his professional development to include a number of complementary accreditations.

He has been an active member of the CEBC Young Professional Group since its inception, and continues to take an active role in CEBC affairs.

While juggling a hectic business schedule, James and his wife Julie also find time to begin raising a family, with two pre-school children to look after.

To date, James has demonstrated leadership potential, which combined with his many other business and organisational attributes, will position him well for a very successful career in the consulting engineering business sector.

2009 - Santino Pirillo, P.Eng.

Santino Pirillo, P. Eng., McElhanney Consulting Services Ltd. is the 2009 Young Consulting Engineer Award recipient.

In 1997, Santino received an Engineering diploma with honours, from BCIT. A 1999 graduate of Lakehead University in Ontario, Santino received his Engineering Degree with honours. In 2001 he graduated from the Transportation and Traffic Institute Program at Northwestern University.

Santino’s early educational achievements were strong evidence of his commitment to excellence. McElhanney Consulting employed the aspiring young professional in 1999 as a junior transportation designer. Just 9 years after beginning his career, he has earned numerous promotions and is now the Senior Division Manager of the Infrastructure Division, managing approximately 30 staff.

Accolades from the President and CEO of BC Ferries and BC Transit describe him: his ability to define the issues and work with and motivate other professionals to develop optimal solutions has benefited both organizations. Another key skill is his ability to work with the public and the community at large. The comments from other companies who have engaged Santino are always the same – incredibly bright, skillful, has the interests of the client, has a positive attitude and great energy.

As a loving family man with an extremely busy work program, Santino always finds time for his adoring wife Christina, and two beautiful daughters Mikaela and Chiara, who continue to support him as he follows his demanding career choices. Santino’s commitment to excellence, dedication to the profession and community involvement is commendable for a person of 34 years of age.

2008 - Scott Campbell, P.Eng.

Congratulations to Scott Campbell, P.Eng, R.F. Binnie and Associates, on receiving the first CEBC Young Consulting Engineer Award!

A graduate of UBC’s Civil Engineering program, Scott has consistently exhibited excellence and ongoing progress in his professions. In his nearly 10 years of consulting engineering experience with R.F. Binnie, Scott has developed an in-depth understanding of the industry and an appreciation for client needs and concerns. He started his career as a Junior Engineer/Project Engineer working on a variety of municipal projects. He became a Project Manager in recent years and has provided project management and engineering services on several high profile transportation projects.

Scott gives tirelessly of himself to his peers and promotes others to be more involved in their professional organization and community. He serves as Binnie’s ambassador to engineering institutions and graduate students. He has been involved with CEBC’s YPG since its inception in 2006, initially on the Membership Subcommittee and currently as Chair of the Communications Subcommittee. He also serves on APEGBC’s Fraser Valley Branch Executive.

Scott and his wife Kelly have a 6 year old son and a 3 year old daughter. Scott is actively involved in his family life and volunteers on the Parent Advisory Council for his son’s school.
